Located in Naiqiong Town, Doilungdeqen District, Lhasa, the Lhasa Comprehensive Bonded Zone covers a planned construction area of 0.883 square kilometers, including the Port Work Zone (0.078 square kilometers), the Comprehensive Service Zone & the Bonded Logistics Zone (0.345 square kilometers), and the Bonded Processing Zone (0.46 square kilometers). The Lhasa Comprehensive Bonded Zone is surrounded by mountains on three sides and close to the Lhasa West Railway Station of the Qinghai-Tibet Railway, Lhasa West Loop, and National Highway 109. As it is only 12 kilometers away from the downtown and 35 kilometers away from the Lhasa Kongga International Airport, the Lhasa Comprehensive Bonded Zone enjoys prominent location advantages and obvious transportation advantages. With the concept of "city-industry integration" implemented in the planning and design of the Lhasa Comprehensive Bonded Zone, the Zone and its supporting areas have been taken into consideration for the construction of the Satellite Town of Lhasa that is closely integrated with the core area of Dongga Town in Doilungdeqen District that is under planning, in an effort to achieve the complementation between industries and city and promote the integrated development of industries and city.
1 Strategic Orientation
To meet trade and logistics needs at important nodes in depth including the Belt and Road Initiative, the Bangladesh-China-India-Myanmar (BCIM) Economic Corridor, and the construction of the International Corridor open to South Asia, the Lhasa Comprehensive Bonded Zone is aimed to develop step by step into an important gateway and trade node open to South Asia that integrates bonded logistics, bonded processing, and commerce and trade, on the basis of production, processing, logistics, internal and external trade, and road-and-rail combined transport. It will attract domestic and foreign enterprises engaged in advanced manufacturing, modern logistics, and commerce & trade circulation, gather the international flows of people, materials, information, and capital to Lhasa, accelerate industrial restructuring and economic growth style transition in Lhasa and its surrounding areas, and promote Lhasa to become a new center of economic growth.

4 Policy Orientation
The enterprises settling in the Lhasa Comprehensive Bonded Zone enjoy not only the special support policies of the Zone but also various preferential policies granted by the central government to Tibet. The LETDZ will encourage and support enterprises settled in the Lhasa Comprehensive Bonded Zone in production equipment investment, information construction, high-tech certification, and brand building in an all-around way; in the infrastructure construction stage, the Lhasa Comprehensive Bonded Zone will synchronously build standard workshops, standard warehouses, office buildings, exhibition centers, trading centers, and others, based on the situation of the projects settled in; in the operation stage, the Zone will make use of the existing service platforms in the LETDZ to provide enterprises with "one-stop" services including human resource service, the guidance and assistance services for handling the business, taxation, and customs formalities, and municipal property management service. Meanwhile, the LETDZ has set up a special fund for the development of industries to reduce the burden on enterprises and help them grow bigger and stronger.
